

Strong public service begins with strong leadership. Multiply is the Sacramento Police Department’s intensive leadership and supervision program for front-line supervisors – the people who guide teams, shape workplace culture, and influence how high-quality police service is delivered throughout Sacramento.
Developing Leaders Who Develop Others
Multiply recognizes that effective supervision requires more than technical expertise. Over eight months, participants strengthen the judgment, communication, self-awareness, and practical leadership skills needed to support employees and lead effectively in complex situations. The program creates dedicated space for supervisors to examine how they lead, learn from experienced instructors and one another, and apply new approaches within their teams.
The curriculum addresses the realities of 21st-century law enforcement leadership. Topics include the role of the supervisor, emotional intelligence and wellness, ethics and integrity, conflict resolution, active listening, accountability and performance management, community engagement, critical-incident response, tactical decision-making, and post-incident debriefing. Participants learn through facilitated discussion, coaching, case studies, role-play, field experiences, practical scenarios, and team-building activities.
Learning Through Practice
Multiply is designed as a sustained leadership experience rather than a one-time training. Participants work through real-world supervisory challenges, receive feedback, collaborate on course-long projects, and practice decision-making under pressure. The program culminates in participant presentations, tactical application, a leadership development plan, and graduation. Graduates leave with stronger professional relationships and practical strategies they can carry back to the employees they supervise.

An investment in Multiply reaches far beyond each participant. Supervisors influence the performance, wellness, accountability, and development of the officers and professional staff they lead. By helping supervisors become more thoughtful and effective leaders, the program strengthens teams across SPD and supports more consistent, responsive service to the community. SPF is working with community donors and business partners to expand access to this high-impact leadership program.
